Minister of National Education. Born on 14 December 1963. Graduate of University of Warsaw’s Faculty of Journalism and Political Science. While still a student, she was an activist of the Independent Students’ Association. She was a contributor of the underground Tygodnik Mazowsze weekly and other independently distributed periodicals. From 1989, she worked as a journalist of the political section of the Tygodnik Solidarność weekly. In 1992 she was the head of reportage section of the Konfrontacje monthly. In the same year she started her career at Express Wieczorny daily, where she held various positions including the deputy head of national news and reportage section and the head of reportage section. Throughout her career as a journalist her area of interest was, among others, investigative journalism; she was also a foreign correspondent (e.g in Bosnia and Chechnya). From 1996 she worked at national news and political section of the Wprost weekly. Since 2000, she was the head of business section of the Nowe Państwo weekly. In the years 2001-2004 she was the first assistant to the editor-in-chief of the Przyjaciółka weekly. In 2005, she became the Mayor of Warsaw’s commissioner for women and family. On 17 November 2005 she took the position of undersecretary of state at the Ministry of Labour and Social Policy, taking over, among others, competence of the Government’s Plenipotentiary for Equal Status of Women and Men. On 13 August 2007, when the coalition between Law and Justice party (PiS), League of Polish Families party (LPR) and Self-Defence party (Samoobrona) broke up, she became the minister of labour and social policy. She held that position until 16 November 2007, that is until her successor in Donald Tusk’s government was sworn in. Earlier on, in the same year, she was elected Member of Parliament, as PiS’s top-of-the list candidate in the Łódź region, with 41,171 votes. On 26 April 2010 she became campaign chief of staff for PiS presidential candidate, Jarosław Kaczyński. On 5 November 2010, by decision of the Political Committee of PiS, she was expelled from the party together with Elżbieta Jakubiak. On 16 November 2010, together with several PiS politicians she established an association Poland Comes First (PJN). She was elected the president of the group. On 23 November a parliamentary club bearing the same name was formed, headed by Joanna Kluzik-Rostkowska. She continued to lead the association until Paweł Kowal was elected its president (4 June 2011) at the party’s first congress. On 13 June 2011 she resigned from her membership of the party and the parliamentary club, starting her collaboration with the Civic Platform (PO). On 28 June she was accepted into the party’s parliamentary club. In the parliamentary election, she became the leader of PO’s list of MP candidates in the Rybnik region, and became elected MP with 22,418 votes. She represents Polish parliament in the OSCE Parliamentary Assembly and she’s the head of Polish-Afghan parliamentary group. She worked in the Sejm’s committee for social and family policy and in the foreign affairs committee. Married, with 3 children: Marysia, Kasia and Józio.
Director of the Educational Research Institute and the leader of the project Quality and Effectiveness of Education - Strengthening of Institutional Research Capabilities. A graduate of the Warsaw University of Technology’s Department of Precision Mechanics (1977), he started his research work at the Institute of Aviation in Warsaw (1980-1984). In 1984 he earned his master’s degree in sociology from the University of Warsaw and, from 1984 onward, he was affiliated with the Institute of Philosophy and Sociology at the Polish Academy of Sciences (PAN). Having received his PhD degree, (1992) in the years 1994-1995 he completed an individual course of study as a Kosciuszko Foundation scholarship holder at Cornell University and at Harvard University (Center for European Studies, Department of Government). In 2005 he was awarded a postdoctoral degree in Humanities, while being the head of the Research Group on Sociology of Politics and Economy at PAN. Since 1999 he has been the coordinator for the Polish part of the international research programme PISA (Programme for International Student Assessment). In 2005 he established the Research Group on Interdisciplinary Studies on education at IFiS PAN, as part of which he organized, in August 2007, an expert group that developed guidelines for the new core curriculum. In 2008 he took part in the Ministry of National Education’s project aim to develop the new core curriculum.
For 20 years now, a lecturer at the University of Oulu and at the University of Eastern Finland. Most of her students specialised in teacher education, although her recent work focuses on a programme of competence building in education and adult education. Her PhD thesis from 1993 dealt with issues related to curriculum development, and ever since she was awarded her postdoctoral degree, her research focus has been on development of teachers' pedagogical thinking, pedagogical use of educational technologies in primary schools, pedagogical ethics and developmental assessment. The list of her publications features over 240 articles and monographs. He was in charge of various projects related to equal opportunities, intercultural education, management, local education policy shaping, quality evaluation surveys regarding educational facilities, development of quality assurance systems and teacher improvement systems. He worked as a teacher, deputy headmaster of a school and then in the years 1988–1995, he was the headmaster in the Complex of Vocational Schools in Skierniewice. He graduated also from postgraduate studies in history, as well as marketing and management. In 1994 he was elected vice president of the Chief Board of the Polish Teachers Union. Since 1998 he has been the president of ZNP. For years he has been participating in works of the Trilateral Commission. He is the Chairman of the Problem Team of TK for public services. He actively participates in the works of the international union movement. He initiated many union and social campaigns including, among others, Pact for Education, Educational Round Table, campaign to defend public education"Do not let them ruin our school", campaign for granting compensatory benefits to teachers. Participant of strikes of school employees in 1992 and 1993 and leader of strikes in 1999, 2007 and 2008 and numerous protest campaigns and demonstrations organized by ZNP. In 2001 he presented in the Sejm a draft civil legislative initiative concerning wages of teachers (amendment to the Teacher's Charter Act, under which ZNP collected ca. 600 thousand signatures). In 2008 he presented in the Sejm a draft civil legislative initiative concerning popularization of kindergarten education. In 2010 he again in the civil movement for the draft legislative initiative on kindergarten education. Involved in numerous actions to improve the situation of school employees, increase of expenses on education and improvement in the quality of education. In a public debate, he defends Polish teachers against charges, according to which education in Poland loses its quality due to the alleged privileges of this professional group. He indicates, on the other hand, that the main problem of the Polish school are too high savings from public funds related to it. Together with the representatives of ZNP, he represents the Union during payroll negotiations with the Ministry of Education. In the educational environment he acts as a leader and a commentator of educational events.

Deputy Minister of Education in the government of Jerzy Buzek, responsible for preparation of specific solutions of educational reform, editor of Biblioteczka Reformy [Reform Library] (40 books were released). Author of articles on educational topics and books: Rzecz o reformie edukacji [On reform of education] (2001) and Rzecz o reformowaniu edukacji, czyli... a to Polska właśnie [On reforming education - and that is Poland] (2005). Currently, chairman of the Section of Education in NSZZ "Solidarność" of the Gdańsk Region.
